The **Project Procurement Professional** is responsible for ensuring all sales opportunities, project proposals, product selections, and submittal documentation are fully compliant with the domestic preference requirements for each opportunity or project. This role will act as the central liaison between Sales, Estimating, Engineering, Operations Centers, Commodity Managers, Product Managers, and Siemens Government Technologies to certify compliance during both the estimating and execution phases of all projects requiring domestic preference purchasing requirements. The position will provide subject matter expertise, drive adherence to domestic preference procurement standards, and protect Siemens from compliance risk.

**As a Project Procurement Professional, you will:**

+ Review and certify all material selections for domestic preference project proposals and submittal packages to ensure compliance with project domestic preference requirements.

+ Maintain thorough documentation to support compliance certifications for audit and government review.

+ Stay current on relevant regulations, policy changes, and interpretations impacting compliance requirements.

+ Manage and complete the domestic preference waiver process when product substitutions are necessary or when a non-compliant product is required, ensuring all documentation, justification, and approvals are secured in accordance with contractual guidelines.

+ Provide expert advice on key procurement matters with Sales.

+ Support strategic sourcing of compliant third-party products.

+ Support relationships with third-party product providers and Siemens manufacturing to ensure compliance.

+ Work with both the National and Global Operations Center Sales and Estimating teams during opportunity and proposal development to guide compliant material selections and pricing.

+ Collaborate with National and Global Operations Center Engineering teams to review submittal deliverables and ensure compliant materials are specified.

+ Partner with National and Global Center personnel to align compliance processes during the execution phase.

+ Coordinate with Siemens Commodity Managers and Product Managers to source and validate compliant products.

+ Engage with Siemens Government Technologies (SGT) to confirm alignment with contractual requirements and interpretations.

+ Serve as an effective communicator with key stakeholders, colleagues, and vendors.

+ Develop and maintain standardized workflows for compliance review during both estimating and execution phases.

+ Provide training and guidance for estimating, engineering, and operations personnel on compliance requirements.

+ Identify opportunities to streamline compliance review processes without compromising accuracy or thoroughness.

+ Develop workflow processes specifically tailored to projects with domestic preference requirements.

+ Support the creation compliance certification reports for each domestic preference project proposal and submittal package.

+ Supports the maintenance of a centralized compliance database for tracking approved materials, product certifications, and relevant documentation.

+ Generate compliance metrics and dashboards for leadership visibility.

+ Evaluate estimates to confirm compliant parts are properly selected.

+ Have a meticulous approach to compliance review and documentation.

+ Be skilled at building productive relationships across diverse teams and functions.

+ Have ownership of compliance outcomes from proposal through execution.

+ Have strong interpersonal and communication skills to engage stakeholders, colleagues, and vendors effectively.

+ Have the ability to:

+ Interpret and apply federal procurement regulations (Buy America, Buy American Act, FAR/DFARS).

+ Navigate challenges in material sourcing and compliance.

+ Evaluate estimates, validate compliant products, and provide technical support across HVAC, Fire, Security, and Low Voltage Systems.

**You will make an impact with these qualifications:**

Basic Qualifications:

+ Bachelor’s degree in engineering, Supply Chain, Business Administration, or related field (or equivalent experience).

+ 5+ years of experience in materials management, procurement, engineering, or compliance roles.

+ Strong working knowledge of Buy America and Buy American Act requirements.

+ Understanding of federal and state procurement laws and regulations.

+ Familiarity with DoD Procurement processes (FAR/DFARS).

+ Understanding of efficient and compliant acquisition of goods and services for government projects and projects with domestic preference requirements.

+ Ability to work effectively with cross-functional teams (Sales, Operations, Procurement).

+ Organizational, analytical, and communication skills.

Preferred Qualifications:

+ Experience in state & federal contracting and government project execution.

+ Familiarity with Siemens systems, products, and supply chain processes.

+ Background in construction, engineering, or building technologies.

+ Familiarity with federal CMMC / Cyber Security processes.

+ Technical knowledge of HVAC, Fire, Security, and other Low Voltage Systems.
