In this vital role you will shape the strategic engagement priorities for Amgen in British Columbia and Alberta to drive policy and market access initiatives aligned to business objectives, positioning Amgen as a leading presence in the life sciences ecosystem and as the preferred business partner.

This is a hybrid role which includes Provincial Government engagement at the political, payer, and account level. You will employ a multi-pronged strategy to advance Amgen’s near-term market access and business objectives as well as helping to shape the policy environment for the medium and long term.

This role requires a motivated self-starter who can thrive in an ambiguous environment, take initiative to uncover new opportunities and strategic partnerships, and continuously demonstrate progress against goals.

**Key Job Functions:**

The Senior Manager’s main responsibility will be to inform and help shape provincial policy related to health, drug policy and access, and life sciences strategy in a way that advances patient access to Amgen’s medicines. This role is also responsible for public payer engagement related to Amgen’s new and existing portfolio, to ensure business continuity and growth in a timely and responsive manger. The Senior Manager represents Amgen Canada in building relationships with priority government officials, including elected officials and their staff, provincial cancer and health agencies, provincial drug programs, and industry and trade associations.

**More specific responsibilities include the following:**

+ Work with cross-functional partners to advance Amgen’s market access objectives with public payers and provincial accounts in BC and AB.

+ Build and maintain effective relationships with Provincial Drug Plans , Cancer Agencies, Public Health Agencies and other key accounts to maintain and grow Amgen’s business

+ Build strategic relationships internally and externally, and enable the right customer connections to achieve business objectives

+ Develop strong customer relationships within key branches of the Ministry of Health, including the Drug plan as well other economic and central departments of the Governments of British Columbia and Alberta

+ Monitor and maintain a comprehensive knowledge and understanding of the current provincial policy environment and the critical policy issues affecting Amgen

+ Work with management and XF partners to proactively identify and prioritize risks and opportunities for Amgen’s portfolio related to government legislation and policy

+ Work with management and XF partners to develop detailed plans, including short and long term objectives, strategies, tactics and metrics to address priority risks and opportunities

+ Cultivate and maintain a network of relationships with key political and public payer collaborators and influencers, in areas of healthcare, research and development and economic development policies

+ Liaise regularly with key partners, key opinion leaders, senior bureaucrats and politicians in order to inform and influence the opinions and actions of decision-makers

+ Establish one’s self as an effective ambassador for Amgen in Western Canada through proactive engagement and consistent demonstration of the Amgen Values

+ Build strong XF relationships with key internal partners and collaborators through consistent demonstration of the Amgen Values and Leadership Attributes

+ Continue expanding Amgen’s presence in the broadly defined industry community This entails participating in externally facing events

+ Work with appropriate trade and industry associations to drive Amgen’s business and influence decisions impacting the business and patient access to our products

They will be expected to build relationships with appropriate partners to support reimbursement and marketing strategies; to develop non-financial metrics for measuring relationship success to determine the effectiveness of stakeholder relations and to develop a formal goal-review process to identify progress on stakeholder relations.

**Basic Qualifications:**

Bachelors or Master’s degree

7+ years of experience in government affairs and a working knowledge of drug reimbursement and access

**Preferred Qualifications:**

+ Thorough understanding of the current Western Canadian provinces pharmaceutical/biotechnology reimbursement and policy landscape

+ Given the field-based nature of this role, the successful candidate should have strong entrepreneurial skills, be independent and self-motivated.

+ Superior knowledge of Western Canada provinces regulatory and legislative processes.

+ Solid strategic capabilities that enable the individual to prospectively identify critical threats, opportunities and trends, to formulate insightful and effective action plans, and to make the appropriate trade-offs to balance short and long term considerations.

+ Ability to motivate change and translate environmental changes into actionable plans.

+ Superior verbal and written communications skills in order to effectively convey complex concepts and issues at the highest levels of stakeholder groups and industry.

+ Superior influence and persuasion skills necessary to build stakeholder coalitions in advancing and defending Amgen’s commercial and policy agenda through partners in the complex multi-stakeholder healthcare environment.

+ Strong interpersonal skills, negotiation skills, active listening, and relationship management skills.

+ The individual must work well in cross-functional teams.

The expected annual salary range for this role in Canada is $159,000 CAD to $178,000 CAD. Actual salary will vary based on several factors including, but not limited to, relevant skills, experience, and qualifications.
